Can a recipient send a message through a request to me

When a Pull request is sent to a recipient, they can add a message to you before they Submit or complete their request. The recipient can type in the white box to add a message then upload their documents and click Submit when complete. 

Note: A recipient can type a message to you and click Submit without sending any documents.
